The 1960s were the stage for the explosion of black gangs, and white and Latino gangs as well. it marked both the politicization of those gangs, but also pressures to control the drug and vice markets within their communities. The Outfit controlled heroin markets and targeted it to blacks and Latinos. The Police looked the other way to Outfit criminal ventures and murder, while declaring war on the new street gangs. A fierce struggle was waged between a criminal and a resistance identity. The gangs began a process of transformation and the Democratic machine was determined to crush any signs of political activity.
